Well, look at that
For the first time, I’ve come across someone else who happens to have the same strange little genetic two-part eyebrow quirk that I do. I have no idea who this person is:

That's no genetic quirk! Admit it, you were impersonating Vanilla Ice for so long that your eyebrow never fully grew back. :)

You may have japanese genes. I have noticed that some japanese have very small eyebrows. Maybe that's what happens when you mix the small eyebrow gene whith the occidental long eyebrow gene. Just speculating... plus that guy looks japanese.
Your eyebrows are way cool man :) If they ever engineer "new generation" eyebrows this is how they should look.
